A look back at innovation and tech adoption in Biden's DoD, the path ahead, and a jab at our friends

Good morning!
The transition of the administration is just around the corner. Numerous outgoing officials and numerous incoming nominees have joined together in a chorus acknowledging that China is the greatest geopolitical threat to the United States and to the world, today.
Now, before we go any further, we’d like to acknowledge the tremendous effort by numerous political appointees over the past few years in accelerating the readiness of our forces through innovation and technological adaptation / adoption. We’d like to just highlight a handful of those accomplishments:
Creation of the CDAO in part to improve the coordination of JADC2 efforts
Maturation of Projects Overmatch, Convergence, et al
Advancement of hypersonics RDT&E and acquisitions
Development of the Proliferated Warfighter Space Architecture
Replicator program
The use of the Inflation Reduction Act, CHIPS Act, and Defense Production Act to improve the security of critical supply chains
Collaborative combat aircraft
Many other efforts
Now, to be sure, some of these programs and efforts began more than four years ago. But the team in the Pentagon has certainly worked diligently to continue to ensure a robust security and defense for our warfighters and our nation.

Great! So let’s bring it back to the topic at hand—defense. The Defense Innovation Board, chaired by Michael Bloomberg, held its winter meeting this week. We were excited to see some of the recommendations they raised. For example, they proposed shifting from programs of record to ‘capabilities of record’ to create flexibility in capital and the PPBE process. Another critical recommendation from their reports was to categorize UxS (drones) as consumables like ammunition, rather than platforms. This will accelerate RDT&E and fielding of systems and also allow warfighters to employ them without unnecessary risk aversion. The final recommendation we want to highlight is that the Board recommended DIU’s role and budget be expanded to accelerate adoption of commercially available technology. We’re all for the fast follower approach!
Finally, Anduril announced this week that it would build its 5,000,000 sq ft Arsenal-1 gigafactory in Pickaway county south of Columbus, Ohio. The factory is expected to hire 4,000 workers and contribute significantly to the region’s economy. We’re excited to see the rust belt’s revitalization and incorporation into defense tech, but would have preferred to see it accomplished in a different manner, that we’ve previously outlined.
