Good morning,

Late last week, Senate minority leader Chuck Schumer (D-NY) did an about face and authorized Senate Democrats to vote to approve a year-long continuing resolution (CR) to avoid a government shutdown. House GOP members wrote the CR without any Democratic input, diverging from long held practice. House Speaker Mike Johnson (R-LA) pushed the CR through the lower chamber in a near-strictly party lines vote. Senate Democrats originally opposed the bill over the loosening of restrictions on how the executive branch spends money. Schumer’s reversal came after a Democratic caucus lunch that reportedly involved numerous shouting matches. The about face came from his concerns that a shutdown would provide the administration—and especially the Office of Management and Budget—to permanently close parts of the federal government and furlough / terminate workers. In the end, the CR passed the Senate with a 54-46 vote and the President signed it into law.
